So IIRC (I don't know much about cars) they couldn't clear the code because it's one that means a ton of different things could be wrong. Like essentially they knew that extra air was getting into the engine but not where.

And yeah IDK about the smoking thing - I'm pretty sure it's that they used aerosol to find the vacuum leak.
